The library board of directors is chosen from the citizens of Tooele City at large with reference to their fitness for such office. The board of directors consists of not less than five members and not more than nine members.  Not more than one member of the City Council shall be, at any one time, a member of such board.  Directors serve without compensation.  All members are appointed by the Mayor with the consent of the City Council.  The board advises on rules and regulations for the library which are then forwarded to the Mayor who may or may not adopt the regulations to govern the management and use of the library.  See City Code Title 2 Chapter 1 Library.
